Brown meat in a large saucepan over medium-high heat. Remove any excess fat leaving some for flavour.
Transfer cooked meat to slow cooker. Stir in water, onions, tomatoes, kidney beans (or chickpeas), black beans, corn, chocolate chips, chili powder, cumin, oregano, and salt. Cook on High for approx. 4 hours or low for 6-8 hours.
Top with cheddar cheese or sour cream, if desired.
