Saute onion, peppers and garlic in some olive oil just until softened, remove from pan. Using same pan add meat and brown over high heat. Drain any fat.
Return vegetables to pot with remaining ingredients except beans. Heat until boiling then reduce to a simmer. Cook uncovered for about 1 hr and 15 min. Add beans in last 15 minutes before the end of cooking.
